11-08-09 Alastair Peoples appointed as new permanent Chief Executive of VOSA
Alastair Peoples has been announced as the new Chief Executive Officer (CEO) of the Vehicle & Operator Services Agency (VOSA). Peoples has been a member of VOSA’s Directing Board since 2004 and acting Chief Executive between February - August 2009. Since February 2009, Peoples has been leading a three year initiative to deliver major improvements to testing services.
Alastair Peoples’ appointment follows an open competition. Commenting on the decision Peoples said:
“I am absolutely delighted to be appointed to this role. I have enjoyed working as VOSA’s Acting CEO and I look forward to leading VOSA over the next two years. I am committed to improving road safety and providing customers with high quality and cost effective services. “

Alastair Peoples began his Civil Service career over 30 years ago at the Driver & Vehicle Testing Agency (DVTA) in Northern Ireland. Starting as a Vehicle/Driving examiner, over the next 15 years he gained operational experience at all levels of the organisation. Alastair joined VOSA in 2004 as Operations Director and introduced a successful merger between testing and enforcement areas of the business, making better use of the common skills for inspecting vehicles and addressing the risks to road safety.
In April 2008 he moved on to Strategy and Performance Director and Deputy Chief Executive. In this role Alastair oversaw the development of VOSA’s business plans, and played a leading role in the development of the agency’s alternative proposal to outsourcing. He then led on setting out the strategic direction of the agency following the decision to keeping VOSA’s testing services in the public sector.
VOSA (Vehicle and Operator Services Agency) is responsible for:
• Processing applications for licences to operate lorries and buses and registering bus services.
• Operating and administering testing schemes for all vehicles, including the supervision of the MOT testing scheme.
• Enforcing the law on vehicles to ensure that they comply with legal standards and regulations.
• Enforcing drivers' hours and licensing requirements.
• Supporting Traffic Commissioners to help them make informed decisions on operator licensing, vocational drivers and bus registration requirements.
• Providing training and advice for commercial operators.
• Investigating vehicle accidents, defects and recalls.
