03-08-04 New Chief Executive for Vehicle & Operator Services Agency
The Department for Transport today announced the appointment of Stephen Tetlow as the new Chief Executive of VOSA (the Vehicle Operator Services Agency). He will succeed Maurice Newey who retires after 6 years as Chief Executive of VOSA and its predecessor, the Vehicle Inspectorate.
Stephen Tetlow's appointment follows an open competition. He will take up his new role in December. Stephen has over 25 years experience in vehicle fleet engineering, logistics and maintenance support operations, mainly in the Ministry of Defence, the Army and in motor component manufacturing. He joins from REME (the Royal Electrical and Mechanical Engineers) which he has been leading for the last 3 years. He was previously Director of Support Operations at the Defence Logistic Organisation. A chartered engineer by training, he is a Fellow of the Institute of Mechanical Engineers and also an MBA.
Maurice Newey retires in December after a distinguished civil service career in a number of Departments. He was appointed Chief Executive of the Vehicle Inspectorate in 1998 and in 2003 became the first Chief Executive of VOSA.

The Vehicle and Operator Services Agency (VOSA) was created on 1 April 2003 by merging the Former Vehicle Inspectorate and the Traffic Area Network Division of the Department for Transport. VOSA is responsible for:
- Processing applications for licences to operate lorries and buses and registering bus services
- Operating and administering testing schemes for all vehicles, including the supervision of the MOT testing scheme
- Enforcing the law on vehicles to ensure that they comply with legal standards and regulations
- Enforcing drivers' hours and licensing requirements
- Supporting Traffic Commissioners to help them make informed decisions on operator licensing, vocational drivers and bus registration requirements
- Providing training and advice for commercial operators
- Investigating vehicle accident, defects and recalls.
