20-09-06 Changes to VOSA Directing Board

VOSA’s Chief Executive, Stephen Tetlow, has announced that Kevin Rooney is to take over as VOSA’s Director for Passenger Vehicles in October. Kevin will be responsible for leading VOSA’s modernisation programme and innovation of its services across the passenger vehicle sector, and for VOSA’s safety and environmental standards. A qualified engineer, he joined the Department for Transport in 1988, transferring to VOSA (then the Vehicle Inspectorate) in 1990. Currently Head of Traffic Enforcement and Passenger Vehicle Policy, he has extensive operational and headquarters experience within VOSA.

Tony Downes, VOSA’s current Passenger Vehicles Director, will be taking over as Business Strategy and Corporate Development Director from Linda Willson who is leaving VOSA to take up an appointment within the DfT. Tony will be co-ordinating VOSA’s re-organisation of its services to deliver better value for money and improved customer focus. He will continue to retain his current responsibilities for the delivery of VOSA’s training services to the HGV, PSV and car sectors.

VOSA (Vehicle & Operator Services Agency) is an executive agency of the Department for Transport. It is responsible for:

• Processing applications for licences to operate lorries and buses and registering bus services

• Operating and administering testing schemes for all vehicles, including the supervision of the MOT testing scheme
