31-07-06 Smart Partnering - Government gets it right
The innovative framework signed between VOSA, Britcon Ltd., Civil Engineering and Contracting Company and Craddy Pitchers Consultancy Services has greatly benefited the government agency. Three years on the partnering agreement has enabled closer working to modernise VOSA’s estate through a culture of trust and openness which is proving extremely successful.
VOSA’s main responsibility lies with making cars, lorries and buses on our roads safer. A big part of this work takes place at the Agency’s goods vehicle test stations built in the 1960s at nearly 100 locations in the UK, most of which are in need of modernisation.
The test station modernisation programme, has been very successful with ten projects undertaken so far. All of the projects have been completed on time and are excellent value for money.
Commenting Joanna Davis, client project manager for VOSA said, “The cost of our projects is about 13% below the going market rate and the cost per square metre of building is falling from one project to the next as the team gets more efficient. Our buildings are continually improving and there is harmony throughout the team.”

VOSA (Vehicle and Operator Services Agency) is responsible for:
• Processing applications for licences to operate lorries and buses and registering bus services
• Operating and administering testing schemes for all vehicles, including the supervision of the MOT testing scheme
• Enforcing the law on vehicles to ensure that they comply with legal standards and regulations
• Enforcing drivers' hours and licensing requirements
• Supporting Traffic Commissioners to help them make informed decisions on operator licensing, vocational drivers and bus registration requirements
• Providing training and advice for commercial operators
• Investigating vehicle accidents, defects and recalls.
