VOSA test fees

Following full consultation, VOSA will be introducing new commercial vehicle test fees from 13 July and O-licence fees from 1 August 2008.

Test fees, together with income from cost savings, are re-invested in delivering improved services such as improving the time to conduct a standard HGV test from 90 to 72 minutes and on-line test bookings, which is rolling out during this year.

VOSA has also been investing in renewing premises and equipment. Eleven test stations have undergone major refurbishments or been replaced in the last 3 years and 198 emissions testers were replaced last year.

The test fees pay for:

• provision of examiners;

• management support;

• technical and administrative services; and

• equipping and maintaining VOSA’s testing stations.

NOTES TO EDITOR:

• Fees will generally rise by an average of 5% though fees for Single Vehicle Approval (SVA) will rise by 20%. The higher rise in SVA fees was needed because volumes have reduced by 70% over 3 years. VOSA had been able to hold fees level from 2001 till 2007 so from 2001 till 2008 the annualised rise in SVA fees was 3.66%.

• Fees for operator licensing and related services will also rise by 5%, generally, on 1 August.

VOSA (Vehicle and Operator Services Agency) is responsible for:

• Processing applications for licences to operate lorries and buses and registering bus services

• Operating and administering testing schemes for all vehicles, including the supervision of the MOT testing scheme

• Enforcing the law on vehicles to ensure that they comply with legal standards and regulations

• Enforcing drivers' hours and licensing requirements

• Supporting Traffic Commissioners to help them make informed decisions on operator

licensing, vocational drivers and bus registration requirements

• Providing training and advice for commercial operators

• Investigating vehicle accidents, defects and recalls.
