15-04-08 New declaration route offers flexibility
VOSA has introduced a new ‘Abatement Device fitment declaration route’ to provide greater flexibility and choice for customers who want to get a Low Emission Certificate (LEC) or a Reduced Pollution Certificate (RPC).
The “declaration route” means that a number of exhaust abatement equipment (trap) suppliers now have sponsored fitters to whom VOSA has given ‘Authorised Examiner’ status. These fitters can now carry out free acceleration smoke tests on the same premises, subject to VOSA quality arrangements.
If an operator chooses this new route it means they do not need to attend a VOSA site for an initial inspection.
Since the introduction of this new service in March 2008, around 184 LEC’s and RPC’s have been issued via this declaration route. Due to the positive feedback received from the industry regarding the introduction of this additional service, VOSA will be authorising further examiners to support the existing network.

NOTES TO EDITOR:
The first Phase of the Low Emission Zone (LEZ) was successfully introduced on February 4 2008.
The second phase of the scheme which affects lorries over 3.5 tonnes, buses and coaches will be introduced in July 2008.

VOSA (Vehicle and Operator Services Agency) is responsible for:

MOT testing scheme

• Enforcing drivers' hours and licensing requirements
• Supporting Traffic Commissioners to help them make informed decisions on operator
licensing, vocational drivers and bus registration requirements
• Providing training and advice for commercial operators
• Investigating vehicle accidents, defects and recalls.
