6-11-08 Delivering Better Services and Fairer Fees

VOSA has today published a consultation on changes to the fee structure for testing and inspecting Heavy Goods Vehicles (HGVs) and Public Service Vehicles (PSVs).

The consultation has three main elements:, reducing costs for operators wanting to use sites run by third parties, the start of licensing and test fee simplification and revising the fees to reflect increases in the costs of delivering services

VOSA is asking stakeholders for views on the changes, which are due to be implemented in April 2009.

The proposed changes include:

halving the supplements currently charged for testing away from VOSA premises. This will reduce costs for operators wanting to use sites run by third parties, which can be more conveniently located;

beginning the process of fee simplification by merging some operator licence fees with annual test fees; and

revising fees to reflect the increased cost of providing services.

Deputy Chief Executive Alastair Peoples said:

“VOSA plays a vital role in road safety, ensuring that buses and trucks are safe to use on our roads, and we are proposing a number of changes to improve the service we offer.

"These changes - which are supported by the industry - will save operators time and money by transforming testing services and reducing administrative burdens by replacing two separate fees with one, fairer charge.

"The improved way of delivering testing will, over time, allow operators to save hundreds of pounds of lost earnings per vehicle each year."

VOSA (Vehicle and Operator Services Agency) is responsible for:

• Processing applications for licences to operate lorries and buses and registering bus services

• Operating and administering testing schemes for all vehicles, including the supervision of the MOT testing scheme

• Enforcing the law on vehicles to ensure that they comply with legal standards and regulations

• Enforcing drivers' hours and licensing requirements

• Supporting Traffic Commissioners to help them make informed decisions on operator

licensing, vocational drivers and bus registration requirements

• Providing training and advice for commercial operators

• Investigating vehicle accidents, defects and recalls.
